CenterPoint Energy prepares for arctic front
Company focused on safe, reliable delivery of service to customers in Texas
2022-12-21T20:00:00Z

Houston – Dec. 21, 2022 – With an arctic front forecasted to affect the area tomorrow night and into the weekend, CenterPoint Energy has made preparations for potential impacts on its electric and natural gas systems. The company remains focused on providing safe, reliable service and continuously prepares for seasonal weather events.

"CenterPoint Energy's top priority is to provide safe and reliable service to our customers. We are monitoring weather conditions on a frequent and ongoing basis and prepare year-round for potential seasonal events that may impact our service territory," said Scott Doyle, Executive Vice President, Utility Operations. "Whenever severe weather is expected, we deploy personnel, resources and equipment to restore electricity and natural gas service as safely and quickly as possible in the event it is needed.

"As always, we encourage customers to have an emergency plan, especially if they depend on electricity for life-sustaining equipment and electricity and natural gas to heat their homes. Customers should also be prepared to conserve electricity and natural gas if there is a call for conservation during this weather event," Doyle added.

Weather forecasters are not currently anticipating precipitation with the arctic front. However, strong wind gusts are expected, which may impact electric and natural gas service resulting from downed or uprooted trees. Customers should be prepared for prolonged outages if there is extensive damage to the company's systems due to the inclement weather. CenterPoint Energy will have crew members and resources available to restore service to customers as safely and quickly as possible.

Doyle added, "The company is communicating and collaborating with local offices of emergency management, city officials and first responders across our service territory. We are closely monitoring current grid conditions and information provided by the Electric Reliability Council of Texas (ERCOT)."

CenterPoint Energy's winter weather preparations include:

  • Emergency Operations Plans in place for weather emergency preparedness and operations, including annual drills.
  • Compliance with the Federal Energy Regulatory Commission, North American Electric Reliability Corporation, Railroad Commission of Texas and Public Utility Commission of Texas (PUCT), following all weatherization rules.

Electric system improvements and preparations:

  • System hardening projects to minimize damage from ice and wind, as well as enhance resiliency.
  • Comprehensive transmission line inspection and rehabilitation program to maintain the integrity of existing transmission structures and wires, including additional asset inspections to ensure equipment's readiness for cold weather operations.
  • Situational awareness of substations to monitor system conditions.
  • Year-round tree trimming program in the greater Houston area.
  • Field readiness inspections in accordance with winter weather readiness requirements from the PUCT, ERCOT and state legislation.
  • Enhanced system load rotation automation technology to allow customers to have more regular and predictable outage intervals, in case a load shed event occurs.
  • Transmission infrastructure to limit line operations from ice accumulation conditions.

Natural Gas system improvements and preparations:

CenterPoint Energy's natural gas system performed well during Winter Storm Uri, with customers experiencing minimal impact. As part of its continuous improvement efforts, the company took additional steps to enhance natural gas service reliability in the greater Houston area and surrounding communities:

  • Completed multiple natural gas pressure improvement projects across its distribution system to increase capacity and improve reliability, including network interconnections, station upgrades and new station installations.
  • Identified key areas to monitor during a severe weather event and respond as necessary.
  • Increased baseload gas supplies to provide additional price protection for our customers.
  • Adjusted locations of electronic pressure monitoring devices to monitor natural gas system low points, based on customer growth.
  • Ongoing reliability and capacity improvement projects to reinforce the company's natural gas system.
  • Leverage propane-air peak shaving facilities across the greater Houston area – These facilities are ready to supplement natural gas supply to CenterPoint Energy's natural gas distribution system, enhancing reliability for customers during periods of peak demand.
  • Coordinate with the Texas Energy Reliability Council and Railroad Commission of Texas to identify and enhance operations of critical gas infrastructure for natural gas and electric grid reliability.

In addition, CenterPoint Energy has discontinued customer disconnection for non-payment orders during this severe weather event.

Customer Communications:

CenterPoint Energy does not generate electricity, so any shortage of power generation capacity from the electric grid is not something that CenterPoint Energy controls.

During the 2021 legislative session, the Texas Legislature authorized several measures allowing Transmission and Distribution Utilities (TDUs), such as CenterPoint Energy, to implement critical actions to lessen both the frequency and impact of power outages. One of these actions was the procurement of temporary emergency electric energy facilities to aid in restoring and rotating power to distribution customers during certain widespread power outages, which are defined by the legislation.

Doyle said, "We have prepared our temporary emergency electric energy facilities so they can be utilized should a widespread power outage occur. These resources may reduce customer outages and outage duration in certain conditions."
