Construction on CenterPoint Energy’s Texas Avenue S. and Blake Road project is finished. Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, installed natural gas main in St. Louis Park and Hopkins along the following streets:

  • Texas Avenue S. from Minnetonka Boulevard to Highway 7 (from April to June)
  • Highway 7 Frontage Road from Texas Avenue S. to Blake Road (approx. June)
  • Blake Road from Highway 7 to Spruce Road (from June to October)

Crews from Q3, an authorized CenterPoint Energy contractor, have restored the areas affected by CenterPoint Energy’s construction.

CenterPoint Energy wants to thank you for your patience during the construction process. Further construction along Texas Avenue S. between Minnetonka Boulevard and W. 36th Street will be done by road contractors from the City of St. Louis Park. Construction on CenterPoint Energy’s Texas Avenue S. and Blake Road project will end within this week of October 2, 2017. Below are the construction details:

  • Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, have been restoring the areas affected by CenterPoint Energy’s construction along Texas Avenue S. at W. 37th Street and along Blake Road between Cambridge Street and just south of Lake Street NE.
  • By tomorrow on Wednesday, October 4, the crews will have removed the traffic control signs associated with CenterPoint Energy’s work. This will complete CenterPoint Energy’s project.
  • Furth​er construction along Texas Avenue S. between Minnetonka Boulevard and W. 36th Street will be done by road contractors from the City of St. Louis Park. For more information on their work, please visit their web page titled, “Municipal State Aid Project – Texas Avenue​.”

Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, are nearing completion on CenterPoint Energy’s work along Texas Avenue S. and Blake Road. Details regarding the remainder of construction are listed below: 

Texas Avenue S.
  • The crews are working in the northbound lanes on Texas Avenue S. from W. 37th Street to Walker Street. Two-way traffic is being maintained in the southbound lanes with one lane of traffic in each direction. This traffic plan will last until Wednesday, September 27.
Blake Road
  • The cre​ws have closed one of the southbound lanes on Blake Road between Cambridge Street and just south of Lake Street NE. While their active construction is occurring, the crews have shifted traffic to the northbound lanes on Blake Road in this area. Two-way traffic is being maintained in this area. This traffic plan will last until Saturday, September 30.

Construction on CenterPoint Energy’s Texas Avenue S. and Blake Road project will end by October 1. Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, are continuing to work along Texas Avenue S. and Blake Road. Details regarding the remainder of construction are listed below: 

Texas Avenue S.
  • The crews are working in the northbound lanes on Texas Avenue S. from W. 37th Street to Walker Street. Two-way traffic is being maintained in the southbound lanes with one lane of traffic in each direction. This traffic plan will last until Tuesday, September 26.
Blake Road
  • The crews are continuing to work in the northbound lanes on Blake Road between Cambridge Street and just south of Lake Street NE. While their active construction is occurring, the crews have shifted traffic to the southbound lanes on Blake Road in this area. This traffic plan will last until Friday, September 22.
  • The crews have also closed one of the southbound lanes to accommodate the crews’ ​construction. This closure is occurring on Blake Road between the railroad tracks south of 2nd Street NE to just north of Excelsior Boulevard. During active construction here, two-way traffic will be maintained on Blake Road. This traffic plan will also last until Friday, September 22.

  • The crews are working in the northbound lanes on Texas Avenue S. from W. 37th Street to Walker Street. Two-way traffic is being maintained in the southbound lanes with one lane of traffic in each direction. This traffic plan will last until Friday, September 15.
Blake Road
  • The crews are continuing to work in the northbound lanes on Blake Road between Cambridge Street and just south of Lake Street NE. While their active construction is occurring, the crews have shifted traffic to the southbound lanes on Blake Road in this area.
  • Beginn​ing tomorrow on Wednesday, September 13, the crews will close one of the southbound lanes to accommodate the crews’ construction. This closure will occur on Blake Road between the railroad tracks south of 2nd Street NE to just north of Excelsior Boulevard. During active construction here, two-way traffic will be maintained on Blake Road.

Construction is progressing on CenterPoint Energy’s Texas Avenue S. and Blake Road project.

Blake Road
  • Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, are continuing to work in the northbound lanes on Blake Road between Cambridge Street and just south of Lake Street NE. While their active construction is occurring, the crews have shifted traffic to the southbound lanes on Blake Road in this area.
  • CenterPoint Energy’s construction will be finished within the week of September 18 or 25, weather permitting. By then, the crews plan to finish installing all the pipeline on the Texas Avenue S. and Blake Road project and restore the areas affected by construction.




8/29/2017
Construction is progressing on CenterPoint Energy’s Texas Avenue S. and Blake Road project. Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, are continuing to work along the following streets:

Texas Avenue S.
  • The crews have removed all the traffic control devices that are associated with Minnesota Limited’s work. Minnesota Limited’s construction is finished along Texas Avenue S. at W. 37th Street. The only remaining construction that is occurring now is soft surface restoration. That does not affect traffic.
Blake Road
  • Crews from Minnesota Limited are continuing to work in the northbound lanes on Blake Road between Cambridge Street and just south of Lake Street NE. While their active construction is occurring, the crews have shifted traffic to the southbound lanes on Blake Road in this area.
  • This traffic plan will remain in place for the next three weeks.




8/22/2017
The installation of the natural gas pipeline for the Texas Avenue S. and Blake Road project is 96 percent complete. After the installation is complete, restoration will take place in the areas affected by construction. Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, are continuing to work along the following streets:

Texas Avenue S.
  • The crews are continuing to work in one of the northbound lanes on Texas Avenue S. from W. 37th Street to Walker Street. Traffic is shifted to the one northbound and two southbound lanes.
  • On Friday, August 25, the crews will pave the northbound lane on Texas Avenue S. where active construction has been occurring.
Blake Road
  • While the crews are working in the northbound lanes on Blake Road, the crews have shifted traffic to the southbound lanes on Blake Road between Cambridge Street and just south of Lake Street NE.
  • All th​e traffic lights are in service. This traffic plan will remain in place for about one month.




8/15/2017
Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, are progressing along the following streets. Much of the traffic plans will remain the same according to the update published below on August 8, 2017:

Texas Avenue S.
  • The crews are continuing to work in one of the northbound lanes on Texas Avenue S. from W. 37th Street to Walker Street. Traffic is shifted to the one northbound and two southbound lanes.
  • Since Wednesday, August 9, the crews have closed W. 37th Street at Texas Avenue S. Detour signs are leading drivers onto Texas Avenue S., Walker Street, Sumter Avenue S. and back to W. 37th Street. This closure will be reopened on Friday, August 18.
Blake Road
  • The crews are working in one of the lanes on Blake Road and have shifted traffic from Highway 7 to south of 2nd Street NE.
  • Since​ yesterday on Monday, August 14, the crews have closed the entrance into westbound Lake Street NE from southbound Blake Road N. Detour signs are leading drivers onto Blake Road, 2nd Street NE, Tyler Avenue N. and back to Lake Street NE. The closure will be reopened on Friday, August 18.

Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, are progressing along the following streets:

Texas Avenue S.
  • The crews are working in one of the northbound lanes on Texas Avenue S. from W. 37th Street to Walker Street. Traffic is shifted to the one northbound and two southbound lanes.
  • Beginning tomorrow on Wednesday, August 9, the crews will close W. 37th Street at Texas Avenue S. Detour signs will lead drivers onto Texas Avenue S., Walker Street, Sumter Avenue S. and back to W. 37th Street. This closure will be reopened on Friday, August 11.
Blake Road
  • The crews are working in one of the lanes on Blake Road and have shifted traffic from Highway 7 to south of 2nd Street NE.

Construction is 78 percent complete on the Texas Avenue S. and Blake Road construction project in St. Louis Park and Hopkins. Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, are progressing along the following streets:

Texas Avenue S.
  • The crews are working in the northbound lane on Texas Avenue S. from W. 37th Street to Walker Street. Traffic is shifted to the southbound lane. This will stay in place for the next three weeks.
Blake Road
  • The crews have shifted one of the lanes on Blake Road from Highway 7 to just south of 2nd Street NE.
  • The crews have also closed 2nd Street NE until the afternoon of Friday, August 4. During then, detour signs will lead drivers onto Lake Street NE.
  • The crews h​ave removed all traffic control on Blake Road from Excelsior Boulevard to Spruce Road. Traffic will be unrestricted here.



7/25/2017
Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, are progressing in construction on the Texas Avenue S. and Blake Road construction project in St. Louis Park and Hopkins. 

2nd Street NE
  • The crews will close all the lanes on 2nd Street NE except for the westbound lane. This closure will last for one day on Friday, July 28, between the hours of 7:00 a.m. and 5:00 p.m.
  • This closure will allow the crews to install natural gas pipeline. During this time, detour signs will lead drivers onto Blake Road N., Lake Street NE and Tyler Avenue N.
Cambridge Street
  • Starting on Thursday, July 27, the crews will close the eastbound lane on Cambridge Street to allow for installing natural gas pipeline and to restore the areas affected by construction. The lane will be open by Monday, July 31. During this time, detour signs will lead drivers to Highway 7 and Texas Avenue S.
Texas Avenue S.
  • The crews will return to Texas Avenue S. for a limited time to work on the natural gas pipeline. They will be working in the southbound lane on Texas Avenue S. between from Walker Street and Highway 7.
  • ​There will be no total road closures. The only lane closure will occur in the southbound lane on Texas Avenue S., as mentioned before. The closure will begin tomorrow on Wednesday, July 26, and will last for four weeks.​

Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, are progressing in construction on the Texas Avenue S. and Blake Road construction project in St. Louis Park and Hopkins.

What have the crews done so far?

The crews have finished construction along the frontage road of Highway 7, except for restoration along the cul-de-sac of the frontage road.

What are the current traffic plans?

The traffic plans are listed below. In addition to weekday hours, the crews will be working on Saturday, July 22, between 8:00 a.m. and 6:00 p.m. on the streets mentioned below. There will be no work done on Sundays.

Blake Road from Excelsior Boulevard to Spruce Avenue
  • The southbound traffic on Blake Road is closed with the northbound lane open. This closure will be opened on the evening of Friday, July 21.
  • During the closure, detour signs will direct drivers back onto Blake Road via Excelsior Boulevard, Milwaukee Street, Washington Avenue S. and Maloney Avenue.

Blake Road from Excelsior Boulevard to Hiawatha Avenue
  • Traffic is shifted to the northbound lanes where two-way traffic is being maintained for northbound and southbound drivers.
  • Since Thursday, July 13, the crews have extended the lane shift along Blake Road to Highway 7.
  • The crews have set up four-way stops at the intersections of Cambridge Street and 2nd Street NE along Blake Road. These have also been in place since July 13.

What should I expect for the rest of the construction project?

  • For the rest of the construction project, two-way traffic will be maintained on Blake Road from Highway 7 to Spruce Road. Blake Road is reduced to one lane in each direction during active construction.
  • The lane restrictions are necessary to keep the public and construction personnel safe while the natural gas pipeline is being installed. The lane restrictions will be removed after the areas affected by construction are restored by the construction personnel.
  • ​This will continue until the project’s end date, which is October 2017. As construction progresses, the crews will gradually lift restrictions while maintaining two-way access on Blake Road. ​




7/12/2017
Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, are progressing in construction on the Texas Avenue S. and Blake Road construction project in St. Louis Park and Hopkins. In addition to weekday hours, the crews will be working the Saturdays of July 15 and 22 between 8:00 a.m. and 6:00 p.m. on the streets mentioned below. There will be no work done on Sundays. 

Below are the areas affected by construction and the traffic plans that the crews have placed:

Frontage Road of Highway 7 from Texas Avenue S. to the cul-de-sac on the frontage road
  • The frontage road of Highway 7 will remain closed until Sunday morning on July 16.
  • The frontage road will be closed to through traffic, but open to local businesses.

Blake Road from Excelsior Boulevard to Spruce Avenue
  • The southbound traffic on Blake Road is closed with the northbound lane open.
  • Detour signs will direct drivers back onto Blake Road via Excelsior Boulevard, Milwaukee Street, Washington Avenue S. and Maloney Avenue. This closure will be opened on Friday, July 21.

Blake Road from Excelsior Boulevard to Hiawatha Avenue
  • Traffic is shifted to the northbound lanes where two-way traffic is being maintained for northbound and southbound drivers.
  • Beginning on Thursday, July 13, the crews will extend the lane shift along Blake Road to Highway 7.
  • Also beginning on July 13, a four-way stop will be set up for the intersection of Blake Road and Cambridge Street.
  • ​Currently, a four-way stop is being maintained at the intersection of Blake Road and 2nd Street NE.

What have the crews done so far?

Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, finished construction in St. Louis Park along Texas Avenue S. from Minnetonka Boulevard to Walker Street/W. 36th Street. The intersection of Texas and Walker is currently under construction by the City of St. Louis Park for their "Municipal State Aid Project - Texas Avenue." Where are the crews now, and where will they be next?

Important note: There will be no construction by CenterPoint Energy for the Independence Day weekend July 1 to 4. Construction will resume on Wednesday, July 5.

Currently CenterPoint Energy’s construction is happening along Blake Road and the frontage road of Highway 7. When active construction is occurring, the traffic plans are detailed below:  

Frontage Road of Highway 7 from Texas Avenue S. to Blake Road
  • The crews have closed the frontage road of Highway 7 from Texas Avenue S. to Sumter Avenue S. until July 21 while they’re installing natural gas main. Detour signs will lead drivers to Highway 7 via Blake Road and Lake Street NE. 
  • The crews have closed one lane on the frontage road of Highway 7 from Texas Avenue S. to Aquila Avenue S. until July 21. During the workday, traffic control personnel will maintain two-way traffic in this area, including access to local businesses.

Blake Road from 2nd Street NE to Spruce Road
  • From 2nd Street NE to Excelsior Boulevard, the crews have closed one of the southbound lanes. Two-way traffic is being maintained. This will stay in place until July 21.
  • From Excelsior Boulevard to Spruce Road, the crews have closed the southbound lane on Blake Road. This will stay in place until July 21. The northbound lane on Blake Road is open during this time. Detour signs will direct drivers back onto Blake Road via Excelsior Boulevard, Milwaukee Street, Washington Avenue S. and Maloney Avenue.

Blake Road from Excelsior Boulevard to Highway 7
  • After the crews have installed pipeline along the roads mentioned above, they will install pipeline on Blake Road from Excelsior Boulevard to Highway 7. They will begin in late July and finish in October 2017. Two-way traffic will be maintained during active construction.​



6/22/2017
Crews from Minnesota Limited have finished 32 percent of the Texas Avenue S. and Blake Road construction project.

The crews are currently restoring the blacktop surface on Texas Avenue S. from Minnetonka Boulevard (County Road 5) to Walker Street. They will open the intersection of Walker Street (W. 36th Street) and Texas Avenue S. by Monday, June 26.

Frontage Road of Highway 7
  • The crews have completely closed the frontage road of Highway 7 from Texas Avenue S. to Sumter Avenue S. for two or three weeks while they’re installing natural gas transmission main. Detour signs will lead drivers to Highway 7 via Blake Road and Lake Street NE.
  • The crews have closed one lane on the frontage road of Highway 7 from Texas Avenue S. to Aquila Avenue S. for two to three weeks. Two-way traffic is being maintained in this area. Traffic control personnel will maintain access for businesses along this construction route.

Blake Road from 2nd Street NE to Spruce Road
  • The crews are currently working on the southbound lanes of Blake Road from 2nd Street NE to Spruce Road.
  • From 2nd Street NE to Excelsior Boulevard, the crews have closed one of the southbound lanes. Two-way traffic is being maintained. This will stay in place for one month.
  • From Excelsior Boulevard to Spruce Road, the crews have closed both southbound lanes on Blake Road. This will stay in place for one month. The northbound lanes on Blake Road are open during this time. Detour signs will direct drivers back onto Blake Road via Excelsior Boulevard, Milwaukee Street, Washington Avenue S. and Maloney Avenue. 



6/14/2017
Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, are in progress with their construction on the Texas Avenue S. and Blake Road beltline.

Where are the crews now?

The crews will finish their construction on Texas Avenue S. from Minnetonka Boulevard to Walker Street (W. 36th Street) by June 23. The intersection of Texas Avenue S. and Walker Street will be open by June 26. Until then, the traffic plans will be the same for Texas Avenue S. and the intersection of Walker Street according to the update published on May 11, 2017.

In addition to Minnesota Limited’s construction, a contractor for the City of St. Louis Park will be working in this area for the city's “2017 Municipal State Aid Project – Texas Avenue.” ​

Where will the crews be next?

As construction on Texas Avenue S. and Walker Street is finishing, crews from Minnesota Limited will begin installing natural gas transmission main on the frontage road along Highway 7 from Texas Avenue S. to Blake Road N. The traffic plans will be as follows:

Starting on Monday, June 19

  • The crews will be working on Blake Road from 2nd Street NE to Excelsior Boulevard in the southbound lanes of Blake Road for one month. Two-way traffic will be maintained in the northbound lanes during this time.  
  • ​On Blake Road from Excelsior Boulevard to Spruce Road, the crews will close the southbound lane for one month. Northbound traffic will be maintained during this time.

Starting on Friday, June 23

  • The crews will completely close the frontage road from Texas Avenue S. to Sumter Avenue S. for three weeks while they’re installing natural gas transmission main.
  • The crews will close the frontage road to through traffic from Texas Avenue S. halfway toward Aquila Avenue S. Traffic control personnel will maintain access for businesses along this construction route.
  • As the crews begin installing main on Blake Road N. from Highway 7 toward Cambridge Street, they will have one lane of traffic open in each direction.​

Where are the crews now?

Crews from Minnesota Limited, an authorized contractor for CenterPoint Energy, are continuing construction on the new natural gas pipeline on the Texas Avenue S. and Blake Road project.

Currently, the crews are working on Texas Avenue S. between W. 33rd Street and Walker Street (W. 36th Street). The crews will keep working on this part of Texas Avenue S. for the next two to three weeks. For the duration of construction on this part of Texas Avenue S., the crews will keep using the same traffic control plans. (Please see our update published below on May 10, 2017.)

Where will the crews be next?

After Minnesota Limited is done working on that part of Texas Avenue S., the City of St. Louis Park will come in for their construction project entitled, “2017 Municipal State Aid Project – Texas Avenue​.”

The next step for Minnesota Limited on the Texas Avenue S. and Blake Road project is installing natural gas mains on Texas Avenue S. under Highway 7. Frequent updates will be posted on this Project Status page. ​

What is the progress of construction?

Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, will finish their construction work on the Texas Avenue S. project by the end of this week ending May 12. By then, they will have finished Phases 1 and 2 on the project.

Further construction work will be done by Minnesota Limited, an authorized contractor for CenterPoint Energy, and a construction contractor from the City of St. Louis Park. For more information on the City of St. Louis Park’s “2017 Municipal State Aid Project – Texas Avenue,” click here.

What are the traffic control plans?

  • Crews from Minnesota Limited will close the intersection of Walker Street (W. 36th Street) and Texas Avenue S. for one month starting on Monday, May 15. Detour signs will lead drivers onto Sumter Avenue S., W. 37th Street, MN Highway 7, Aquila Avenue S., and onto W. 36th Street or Walker Street. 

  • ​The crews have closed Texas Avenue S. to through traffic from Minnetonka Boulevard (County Road 5) to the intersection of Walker Street (W. 36th Street). Detour signs are posted, leading drivers onto Minnetonka Boulevard, Louisiana Avenue S. and Highway 7. This will remain in effect while Minnesota Limited is installing the new natural gas transmission main for the Texas Avenue S. and Blake Road project. This project is happening until June 2017. The City of St. Louis Park will keep using this closure for their “2017 Municipal State Aid Project – Texas Avenue.” ​



5/3/2017
Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, are continuing construction until the middle of May. (See more information below regarding details of the project.) The crews will be working weekdays during the weeks of May 1 and 8, in addition to the Saturdays of May 6 and 13, 2017. They will not be working on the Sundays of May 7 and 14. The crews will be working between the hours of 8:00 a.m. and 8:00 p.m. CenterPoint Energy is replacing a gas main in anticipation for the upcoming City of St. Louis Park Texas Avenue road project.

Michels Corporation will be closing two northbound lanes on Texas Avenue S. from W. 34th Street to W. 36th Street. Traffic will be shifted into the southbound lanes on Texas Avenue S. from W. 34th Street to W. 36th Street, where two-way traffic will be maintained where active construction is occurring. The other intersections along the construction route will remain open. Parking and lane restrictions are required in areas where construction activity is occurring and is necessary to keep both the public and construction personnel safe.



5/2/2017
Texas Avenue S. will remain closed to through traffic on Texas Avenue S. from Minnetonka Boulevard (County Road 5) to Walker Street and W. 36th Street. Minnesota Limited is working concurrently with CenterPoint Energy’s other contractors Michels Corporation and Q3. Michels Corporation has been installing new natural gas distribution mains on Texas Avenue S. from Minnetonka Boulevard to Walker Street and W. 36th Street since March 27, 2017. All three contractors are using the road closure to install the new gas mains, connect the natural gas service lines to the new mains, and restore the areas affected by construction.

The contractors will close Texas Avenue S. from Minnetonka Boulevard (County Road 5) to Walker Street and W. 36th Street until the end of May or the middle of June. Currently, Texas Avenue S. is closed to through traffic in St. Louis Park from Minnetonka Boulevard to W. 36th Street/Walker Street. While Michels Corporation and Q3 will continue working in this area, crews from Minnesota Limited will be using the road closure to install natural gas transmission mains. Minnesota Limited's construction started on April 18 at Texas Avenue S. and Minnetonka Boulevard and will go south along Texas Avenue S. to Highway 7, continuing on Blake Road from Highway 7 to Spruce Road. Construction is scheduled to last from April to October 2017 with two-way traffic maintained whenever possible. The road closure on Texas Avenue S. will stay in place for the City of St. Louis Park’s contractor to follow the gas work.

What is CenterPoint Energy doing for construction?

Crews from CenterPoint Energy will begin replacing an existing natural gas pipeline on Tuesday, April 18, starting in St. Louis Park and progressing toward Hopkins. The entire project construction is expected to last until October 2017. Minnesota Limited, an authorized CenterPoint Energy contractor, will begin installing natural gas main along Texas Avenue S. from Minnetonka Boulevard to Highway 7 (approx. April to June), then on Highway 7 Frontage Road (south) to Blake Road, and then on Blake Road from Highway 7 to Spruce Road (approx. June to October). (See map below.) 

There will be lane shifts in the yellow-highlighted areas, but two-way traffic will be maintained when possible. Lane and parking restrictions on Texas Avenue S. and Blake Road are required when construction activity is occurring on the roadway and is necessary to keep the public and construction personnel safe.

How does this apply to residents and customers?

An open house is scheduled for April 25 from 5:30 p.m. to 7:00 p.m. at the Eisenhower Community Center on 1001 MN Highway 7 in Hopkins. The open house will be held in Room 209. Representatives from CenterPoint Energy will discuss details of the project and will then invite questions or comments from the public. Officials from the City of Hopkins will also participate in the meeting. ​
