Crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, have been restoring the areas affected by Minnesota Limited’s work. Although October was the anticipated finish date for restoration, the crews are anticipating early November as the new finish date. Several reasons for the delay are the crews’ progress, the availability of materials, and the weather. We appreciate your patience as we progress in construction.

As stated in our October 3 update below, CenterPoint Energy’s authorized contractor, Minnesota Limited, installed 100 percent of the natural gas main for CenterPoint Energy’s project. Crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, are currently restoring the areas affected by Minnesota Limited’s work and are anticipated to finish restoration in October. Below are the details:

  • During the week of October 1, the crews have restored the curb along Golden Valley Road from Lilac Drive N. to St. Croix Avenue N. east of Highway 100.
  • During the week of October 8, the crews will finish the sidewalks and driveway aprons along CenterPoint Energy’s construction route on Golden Valley Road.
  • During the week of October 8, the crews will restore the curb along Golden Valley Road west of Highway 100 up to Theodore Wirth Parkway.
  • During the week of October 15, the crews will restore the blacktop along Golden Valley on the east and west sides of Highway 100.

  • During the week of October 1, Minnesota Limited, CenterPoint Energy’s authorized contractor, will have installed 100 percent of the natural gas main for this project.
  • Within two weeks, crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, will have restored all the hard surfaces affected by Minnesota Limited’s construction. As the hard surfaces are being finished, Q3 Contracting will be restoring the soft surfaces affected by Minnesota Limited’s construction.

Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 82 percent of the natural gas main for this project. Details from the updates published on August 23 and 28, 2018, will remain the same. 



8/28/2018
Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 77 percent of the natural gas main for this project. Details from the update published on August 23, 2018, will remain the same.
 
County Road 66 from Duluth Street to Bassett Creek will be open after Labor Day, which is September 3. Restoration will follow and will be done by crews from Q3 Contracting, an authorized CenterPoint Energy contractor. Until restoration is done, flaggers will be on site directing two-way traffic.

CenterPoint Energy’s Golden Valley 2018 Belt Line Project is scheduled to be ending within this October. Below are the construction details:

  • Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, are scheduled to finish work on the project’s natural gas main within this September.
  • As Minnesota Limited is progressing along County Road 66 (Golden Valley Road), crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will follow behind and restore the areas affected by Minnesota Limited’s work. The restoration is scheduled to be complete within October.
  • Any changes to these dates will be subject to weather and the crews’ progress.

Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 73 percent of the natural gas main for this project. The construction details from previous updates, published below, remain the same.


 
8/16/2018
  • Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 64 percent of the natural gas main for this project.
  • The crews will be installing natural gas main along Golden Valley Road from Douglas Drive N. to St. Croix Avenue N. from approximately Wednesday, August 22, to the end of September 2018. After Minnesota Limited is done installing the pipe, crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will restore the areas affected by Minnesota Limited’s work. Restoration in this area is expected to last into mid-October 2018.  
  • During active construction, Golden Valley Road will be closed to through traffic. Please visit this Project Status page for the project’s traffic updates. Any interruptions to your driveway will be coordinated in advance by the project inspector. The lane restrictions are anticipated in areas where active construction is occurring and are necessary to keep both the public and construction personnel safe. 



8/7/2018
CenterPoint Energy is progressing in its Golden Valley Road 2018 Belt Line Project. Below are the construction details:

  • Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 58 percent of the natural gas main for the project.
  • By the end of August 2018, Minnesota Limited will have installed the natural gas main on Golden Valley Road between Bassett Creek and Duluth Street. After Minnesota Limited’s construction is done, Q3 Contracting will restore the areas affected by Minnesota Limited’s construction and remove the traffic signs associated with their work when they’re finished with restoration.
  • By the last week of August 2018, crews from Q3 Contracting will have restored and opened Golden Valley Road from Rhode Island Avenue N. to just east of Florida Avenue N., weather permitting.
  • Along Golden Valley Road between Douglas Drive N. and Highway 100, work will be complete with pipe installation and restoration within August 2018, also weather permitting.
  • Further construction on or near Golden Valley Road is being done by Hennepin County for the county’s “Golden Valley Road over Bassett Creek” project or “Douglas Drive Reconstruction” project, or the City of Golden Valley’s “2018 In-House Pavement Overlay” project, which can be found via the city’s “Current Construction Projects Map” link on the city’s “Street Construction” website. Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, are progressing in CenterPoint Energy’s Golden Valley Road 2018 Belt Line Project. Below are the construction details for this update:

  • The crews’ progress remains the same at the west end of the project (in the Winnetka Avenue N. and Rhode Island Avenue N. area) and the east end of the project (in the Theodore Wirth Parkway area).
  • From Thursday, July 26, to approximately the end of August 2018, the crews will be installing natural gas main along Golden Valley Road between Bassett Creek and Duluth Street. To accomplish this, the crews will have flaggers directing traffic during the day with one lane open. Two-way traffic will be alternating in each direction. At night, the flaggers will open the road to two-way traffic with fewer lane restrictions.

The construction details will remain the same according to the update published on 7/3/2018 below. 



7/3/2018
Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 29 percent of the natural gas pipeline for CenterPoint Energy’s Golden Valley Road 2018 Belt Line Project. Below are the construction details for this update:

  • Construction by Minnesota Limited will be suspended from Wednesday, July 4, to Sunday, July 8, and will resume on Monday, July 9.
  • Crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will suspend their restoration work on July 4 and resume on July 5. They are continuing to restore the areas where Minnesota Limited finished areas of the Golden Valley Road 2018 Belt Line Project. The progress of restoration is subject to the weather and the dates of completion may vary.
  • With​in the week of July 16, the crews will have installed natural gas main along Golden Valley Road from Pennsylvania Avenue N. to Florida Avenue N. For about one week following the main installation, crews from Q3 Contracting will restore the areas affected by Minnesota Limited’s construction. This area will be closed to through traffic until restoration is complete. Pedestrian and vehicular traffic will be detoured to Highway 55 via Douglas Drive and Rhode Island Avenue N. until then. Flaggers will be on site to help direct traffic.

Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 26 percent of the natural gas pipeline for CenterPoint Energy’s Golden Valley Road 2018 Belt Line Project. Below are the construction details for this update:

  • The traffic signs associated with CenterPoint Energy’s work or the work of Q3 Contracting, CenterPoint Energy’s authorized contractor, are removed from Theodore Wirth Parkway. Any current work is being done by Hennepin County on Golden Valley Road at Theodore Wirth Parkway.
  • Crews from Q3 Contracting are currently restoring the islands on Golden Valley Road between Winnetka Avenue N. and Rhode Island Avenue N. The crews will begin pouring new curbs tomorrow on Wednesday, June 27.
  • On Friday, June 29, the crews will begin pouring new curbs along Golden Valley Road between Florida Avenue N. and Idaho Avenue N. The crews will pave this area on Tuesday, July 3.
  • Th​ese dates may be subject to change depending on the weather.



6/19/2018
Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 21 percent of the natural gas pipeline for CenterPoint Energy’s Golden Valley Road 2018 Belt Line Project. Many of the construction details regarding Minnesota Limited’s progress from 6/12/18 remain the same.

Beginning on Thursday, June 21, Q3 Contracting will be paving and milling 10th Avenue N. and Rhode Island Avenue N. between Winnetka Avenue N. and Golden Valley Road. The traffic signs associated with Q3 Contracting’s work will be removed by Monday, June 25, depending on weather.

During the week of June 25, Q3 Contracting will restore Golden Valley Road between Winnetka Avenue N. and Rhode Island Avenue N. ​

Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 19 percent of the natural gas pipeline for CenterPoint Energy’s Golden Valley Road 2018 Belt Line Project. Below are the construction details for this update:

  • The crews have opened CenterPoint Energy’s full closure of Theodore Wirth Parkway at Zenith Avenue.
  • Fr​om Thursday, June 14, to within the week of July 9, the crews will be installing natural gas main along Golden Valley Road from Pennsylvania Avenue N. to Florida Avenue N. This area will be closed to through traffic. Pedestrian and vehicular traffic will be detoured to Highway 55 via Douglas Drive and Rhode Island Avenue N. Flaggers will be on site to help direct traffic.

Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 16 percent of the natural gas pipeline for CenterPoint Energy’s Golden Valley Road 2018 Belt Line Project. Many of the details from our 5/30/2018 update will remain the same. Below are the changes:

10th Avenue N. and Rhode Island Avenue N.
  • The roads affected by CenterPoint Energy’s construction—10th Avenue N. and Rhode Island Avenue N. between Winnetka Avenue N. and Golden Valley Road—will be open by June 20, 2018. Restoration will be finished by approximately June 25 by crews from CenterPoint Energy’s authorized contractor, Q3 Contracting.

Theodore Wirth Parkway
  • Hennepin County’s closure of the Golden Valley Road Bridge (County Road 66) over Bassett Creek will remain in place from June 4 to August 31, 2018. Please visit the county’s website for their “Golden Valley Road over Bassett Creek” project for detour routes, updates, contact information and additional information.
  • Increased traffic has been reported in the neighborhoods surrounding the construction sites of the aforementioned closures. Regarding the bridge closure, the county and the city of Golden Valley advise drivers to follow the county’s detour route along Highway 100, Highway 55, Lyndale Avenue, W. Broadway Avenue and Golden Valley Road.
  • We apologize for any inconvenience and hope to complete the projects as efficiently as possible.

5/30/2018
Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 15 percent of the natural gas pipeline for CenterPoint Energy’s Golden Valley Road 2018 Belt Line Project. Below are the construction details for this update:

10th Avenue N. and Rhode Island Avenue N.
  • Restoration on 10th Avenue N. and Rhode Island Avenue N. between Winnetka Avenue N. and Golden Valley Road will be performed by crews from Q3 Contracting, an authorized CenterPoint Energy contractor. Restoration will be finished by June 20, 2018.

Theodore Wirth Parkway
  • On Tuesday, May 29, crews from Minnesota Limited began installing natural gas main along Golden Valley Road at Theodore Wirth Parkway heading west.
  • From Friday, June 1, to Friday, June 8, the crews will be closing Theodore Wirth Parkway at Zenith Avenue to install the natural gas main. (See Closure on Theodore Wirth Parkway​.) Although the dates of this closure may vary a few days depending on the weather, the crews plan to maintain this closure for one week. During this closure, crews from Q3 Contracting will restore the areas affected by Minnesota Limited’s construction. Detour signs will be posted on site.
  • Beginning within the week of June 4 and lasting for approximately one week, crews from Minnesota Limited will be installing natural gas main across Golden Valley Road at Theodore Wirth Parkway. Neither of these roads will be closed. The crews will be crossing Golden Valley Road in phases, allowing drivers to head west from the intersection.
  • From Monday, June 4, to August 31, 2018, Hennepin County will be closing the Golden Valley Road Bridge (County Road 66) over Bassett Creek for bridge replacement work. Detour signs will be posted on site. Please visit the county’s website here for updates on their project.
  • The Golden Valley Public Safety Fire Station #3 will have access to and from their location.
  • Minne​sota Limited will work in coordination with Hennepin County’s closure. 



5/22/2018
Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 14 percent of the natural gas pipeline for CenterPoint Energy’s Golden Valley Road 2018 Belt Line Project. Below are the construction details for this update:

  • After Minnesota Limited is complete with pipe installation on 10th Avenue N. and Rhode Island Avenue N. between Winnetka Avenue N. and Golden Valley Road, crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will restore the areas affected by Minnesota Limited’s construction. The deadline for restoration has been pushed back about a week and is scheduled to be complete by June 15, 2018.
  • Cre​ws from Minnesota Limited are continuing to prepare for boring the pipe at Theodore Wirth Golf Course. Since their equipment is off the road, they are not affecting traffic. They will remain here until after Memorial Day, after which they will move onto Golden Valley Road and Theodore Wirth Parkway to begin open trenching the pipe.



5/15/2018
Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, are making progress on CenterPoint Energy’s Golden Valley Road 2018 Belt Line Project. The following details, except in the last bulletin, will be completed by June 1, 2018: ​

  • The crews have opened 10th Avenue N. from Winnetka Avenue N. to the entrance into Golden Valley Library’s parking lot.
  • The crews are continuing to install pipeline along Rhode Island Avenue N. from 10th Avenue N. to Golden Valley Road.
  • The crews are also continuing to close the median lanes along Golden Valley Road between Winnetka Avenue N. and Rhode Island Avenue N.
  • W​hen Minnesota Limited’s work is complete in the aforementioned areas, CenterPoint Energy’s authorized contractor, Q3 Contracting, will restore these areas affected by Minnesota Limited’s construction by June 8, 2018. 



5/8/2018
Cre​ws from Minnesota Limited, an authorized CenterPoint Energy contractor, have installed 18 percent of the pipeline on the west side of the Golden Valley Road 2018 Belt Line Project. Below are the details for this update: ​

  • The crews have opened 10th Avenue N. from Winnetka Avenue N. to the entrance into Golden Valley Library’s parking lot.
  • The crews are continuing to install pipeline along Rhode Island Avenue N. from 10th Avenue N. to Golden Valley Road.
  • The crews are also continuing to close the median lanes along Golden Valley Road between Winnetka Avenue N. and Rhode Island Avenue N.
  • On this Saturday, May 12, between 7:00 a.m. and 7:00 p.m., the crews will be closing the middle of Golden Valley Road between Winnetka Avenue N. and Rhode Island Avenue N. to install pipeline. During this time, drivers can’t turn left into the entrance of Doolittles Woodfire Grill. They can access Doolittles Woodfire Grill from Winnetka Avenue N. or from Golden Valley Road if they’re heading east and turning right.  
  • Also on May 12 between 7:00 a.m. and 7:00 p.m., the crews will be installing pipeline across the entrances to Golden Valley’s City Hall. Anyone who needs to access City Hall can do so from Golden Valley Road, not from Rhode Island Avenue N. ​

CenterPoint Energy is progressing in construction for its “Golden Valley Road 2018 Belt Line” project. Below are the construction details for this update:

  • Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, are continuing to install pipeline along 10th Avenue N. and Rhode Island Avenue N. between Winnetka Avenue N. and Golden Valley Road.
  • On this Thursday, May 3, crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will begin paving the areas affected by Minnesota Limited along 10th Avenue N. The paving will last for one and a half weeks before the crews will reopen 10th Avenue N.
  • Within the first two weeks after June 4, Q3 Contracting will pave the areas affected by Minnesota Limited along Rhode Island Avenue N. before reopening that street.
  • In ad​dition to the work on the aforementioned streets, the crews have placed their equipment at Theodore Wirth Golf Course in preparation for boring the pipe. The crews will remain in this location for the next three or four weeks without affecting traffic.


4/20/2018
Crews from Minnesota Limited, an authorized CenterPoint Energy contractor, will begin construction on the Golden Valley 2018 Belt Line on Monday, April 23. Below are the construction details:

  • On Monday, April 23, the crews will begin locating underground utilities and installing BMPs along the following roads: Golden Valley Road between Winnetka Avenue N. and Rhode Island N.; and Rhode Island N. and 10th Avenue N. from Golden Valley Road to Winnetka Avenue N.
  • On Wednesday, April 25, Crew 1 will begin installing the natural gas Belt Line system along the median lanes of Golden Valley Road between Winnetka Avenue N. and Rhode Island N. There will be one eastbound lane and one westbound lane open on Golden Valley Road in the closure area. Traffic control devices will be located to provide ingress/egress of the south entrance to the fire station.
  • From April 25 to June 1, Crew 2 will fully close 10th Avenue N. and Rhode Island Avenue N. from Winnetka Avenue N. to the parking entrance into Golden Valley’s Public Works Garage. Additionally, there will be a lane closure on Rhode Island Avenue N. from the Public Works Garage’s parking entrance to the northern parking entrance into the Golden Valley Government Center. (Please see the Map of 10th Ave, Rhode Island Ave and Golden Valley Rd Closures​.) This northern entrance will remain open during construction.
  • During this closure, access to underground parking at Calvary Center Cooperative will remain open during construction. Drivers who do not park in the underground parking will need to use the entrance off Golden Valley Road. Detour signs will be posted on site.
  • Also during this closure, drivers entering or exiting the Hennepin County Library will need to do so through the entrance off Winnetka Avenue N. Detour signs will be posted on site.

What is CenterPoint Energy doing for construction?

In the 2018 construction season, CenterPoint Energy will be replacing an existing natural gas pipeline in Golden Valley. The project will begin in April and end in the fall. Crews from an authorized CenterPoint Energy contractor will be installing natural gas mains along the following roads:

  • Winnetka Avenue N. and Golden Valley Road intersection
  • Winnetka Avenue N. from 10th Avenue N. to Orkla Drive
  • Rhode Island Avenue N. from 10th Avenue to Golden Valley Road
  • Golden Valley Road from Winnetka Avenue N. to Glenwood Parkway

A pre-construction open house will be held in Golden Valley by personnel from CenterPoint Energy, Hennepin County, and​​ representatives from the City of Golden Valley. This open house will be open to the public and will answer any questions regarding the project. The open house is scheduled for Thursday, March 15, 2018 from 5:00 p.m. to 8:00 p.m. in the Golden Valley Council Chambers at 7800 Golden Valley Road.

CenterPoint Energy’s “Golden Valley Road 2018 Belt Line” project will happen in segments along the construction route, rather than all at once, in coordination with Hennepin County and the City of Golden Valley. ​Frequent updates will be posted on CenterPoint Energy’s website closer to the project’s start date. Lane restrictions are anticipated in areas where active construction is occurring. The lane restrictions are necessary to keep both the public and construction personnel safe. 

What is the background of this project?

This project is a continuation of CenterPoint Energy’s Belt Line project in Minnesota, which began in 2012 and will continue until approximately 2021, when CenterPoint Energy’s Belt Line system will be fully replaced. (The Belt Line system is a series of natural gas distribution mains along routes from Brooklyn Center to Bloomington and from Golden Valley to Minneapolis.) In the 2017 construction season, CenterPoint Energy finished the “Golden Valley Road and Bassett Creek​” project, which occurred along Golden Valley Road from west of Bassett Creek Drive to the Theodore Wirth Golf Course.​​

Construction will happen in two phases:

  • Phase 1 is installing the natural gas distribution main.
  • Phase 2 is restoring the areas affected by construction--typically the utility easement, the street, and the customer's yard.
