Project Status - Excelsior - Mill Street

Crews from CenterPoint Energy have finished construction on CenterPoint Energy’s Mill Street project in Excelsior. Construction began on May 18 and ended within early September 2017. Below are the construction details:

Phase 1
Crews from Michels Corporation, an authorized CenterPoint Energy contractor, installed natural gas mains along the following streets:

  • 2nd Street from Center Street to School Avenue
  • 3rd Street from Water Street to Morse Avenue
  • School Avenue from 2nd Street to 3rd Street
  • ​Mill Street from Highway 7 to Apple Road

Phase 2
Crews from Michels Corporation have connected the natural gas service lines to the installed mains listed above.

Phase 3
Crews from Q3 Contracting, an authorized CenterPoint Energy contractor, have restored the areas affected by CenterPoint Energy’s work.

Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, have returned to finish construction on the Mill Street project in Excelsior. Between May 18 and mid-June 2017, the crews had installed natural gas pipeline and connected natural gas service lines to the pipeline along the following streets:

  • 3rd Street from Water Street to Morse Avenue​
  • School Avenue from 2nd Street to 3rd Street
  • ​Mill Street from Highway 7 to Apple Road

The remaining construction includes the installation of natural gas pipeline along 2nd Street between Center Street and School Avenue (Phase 1). It also includes the connecting of natural gas service lines to the installed pipeline (Phase 2).

Construction began yesterday on Thursday, July 27. It will last until late August 2017. The City of Excelsior will be working concurrently while crews from CenterPoint Energy will be working. Lane restrictions are anticipated in areas where active construction is occurring. The lane restrictions are necessary to keep both the public and construction personnel safe.

Below are the details for traffic and the three phases of construction:

Phase 1
  • The crews began installing natural gas pipeline on July 27 and will finish installing the pipeline in the middle of the week of July 31.
  • By the end of business hours today on Friday, July 28, the Phase 1 crews will be done installing natural gas pipeline along 2nd Street from Center Street to Water Street. They will open that area today.
  • Between Monday, July 31, and the middle of the week of July 31, the crews will be installing pipeline along 2nd Street from Water Street to School Avenue. This area is currently closed to through traffic and will be opened when the crews are done installing pipeline.

Phase 2
  • After the Phase 1 crews are finished, the Phase 2 crews will connect natural gas service lines to the installed pipeline along 2nd Street between Center Street and School Avenue. Phase 2 will be complete in up to three weeks, starting in the middle of the week of July 31.

Phase 3
  • ​Crews from Q3, an authorized contractor for CenterPoint Energy, and crews from the City of Excelsior will be restoring the areas affected by construction. Crews from Q3 will begin restoration after both Phases 1 and 2 are complete.

Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, are progressing in construction on the Mill Street project.

Phase 1
The following streets have natural gas main installed:

  • 3rd Street from Water Street to Morse Avenue
  • School Avenue from 3rd Street to 2nd Street
  • Mill Street from Highway 7 to Apple Road (The crews will finish installing main on this street by Wednesday, June 14.)

Phase 2
The crews are currently connecting natural gas service lines to the new main on 3rd Street from Water Street to Morse Avenue. They will finish this area tomorrow on Tuesday, June 13. Starting on Wednesday, June 14, or Thursday, June 15, the crews will begin Phase 2 on Mill Street from 3rd Avenue working south toward Apple Road.

Phase 3
Crews from Q3, an authorized contractor for CenterPoint Energy, are working behind the Phase 2 crews to restore the areas affected by construction.

What have the crews done so far?

Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, installed natural gas mains along the eastbound curb side of 3rd Street from Water Street to Morse Avenue. There is currently no parking on the eastbound curb side of 3rd Street from Water Street to Morse Avenue.

There will be no construction on Monday, May 29, to observe Memorial Day. Construction will resume on Tuesday, May 30. Any open excavations will be covered by safety barricades, barrels and cones.

Where will the crews be next week?

  • Starting May 30, the crews will begin installing mains on School Avenue from 3rd Street to 2nd Street.
  • On Wednesday, May 31, and Thursday, June 1, the crews will be working on 3rd Street and Water Street.
  • ​On Friday, June 2, the crews will be working on Mill Street from 3rd Avenue to Wheeler Drive.​

Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, will begin construction on the Mill Street project on Monday, May 22. They will start on 3rd Street at Morse Avenue and go to Mill Street. Then they will work on 3rd Street at School Avenue, working north to 2nd Street.


There will be no parking on 3rd Street from Morse Avenue to Mill Street where active construction is occurring. Two-way traffic will be maintained along the affected streets. Intersections along the construction route will remain open.​

What is CenterPoint Energy doing for construction?

Crews from CenterPoint Energy will begin replacing an existing natural gas pipeline in Excelsior the week of May 18, 2017. Project construction is expected to last until late June or early July 2017. (Frequent updates will be posted on this Project Status page.) Michels Corporation, an authorized CenterPoint Energy contractor, will begin installing natural gas mains along the following streets:

  • 2nd Street from Center Street to School Avenue
  • 3rd Street from Water Street to Morse Avenue
  • School Avenue from 2nd Street to 3rd Street
  • Mill Street from Highway 7 to Apple Road

Lane restrictions are anticipated in areas where active construction is occurring. The lane restrictions are necessary to keep both the public and construction personnel safe.

Construction will happen in three phases:

  • Phase 1 is installing the natural gas distribution main.
  • Phase 2 is connecting the natural gas service lines to the new main along the same construction route. (A gas service line is a small-diameter pipe connecting the customer's gas service to the main line in the street.)
  • Phase 3 is restoring the areas affected by construction--typically the utility easement, the street, and the customer's yard.

How may construction affect customers?

As part of this main project, the crews will also be replacing several natural gas service lines that connect from the main to the customer's property. Customers will experience a short disruption of gas service as the crews are installing the gas service line. 

Crews may have to dig in the ground on your property in the utility easement to complete the task of service and main distribution line replacement. If a customer’s property is disturbed, CenterPoint Energy will restore the hard and soft surfaces affected by construction at no cost to you.
