11/19/2018

CenterPoint Energy’s 2018 construction season is drawing to a close. We would like to say thank you for your patience as we continue to modernize our system to continue to provide reliable natural gas service. We strive to restore streets and grass disturbed by CenterPoint Energy to as close as possible to their original states, and are committed to completing restoration work quickly, and to a high standard in compliance with all laws.

Note: If you have already received permanent restoration, you may disregard this notice.

Temporary asphalt on sidewalks
As CenterPoint Energy’s authorized contractor, Michels Corporation, is finishing pipeline work for the 2018 season, crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, are restoring the areas affected by Michels Corporation’s work. As winter is approaching, Q3 Contracting is beginning to lay down temporary restoration for the hard and soft surfaces. In Bloomington, the crews are replacing previously concrete sidewalk panels with temporary asphalt. (See image below.) These panels will receive permanent concrete in spring or summer 2019.

On the roads, drivers will see the permanent base, which will receive mill and overlay in 2019. (See image below.) These restoration efforts will be at no cost to the resident. We appreciate your patience.

Winter erosion control for lawns
When temperatures aren’t conducive for planting grass, Q3 Contracting will apply winter erosion control called hydromulch (otherwise known as hydroseed). The crews apply hydromulch by spraying it onto the affected areas. Sometimes the crews place netting with hydromulch to keep the soil together. Hydromulch is safe for pets to touch, but CenterPoint Energy recommends leaving it alone until the crews return in the spring. (See image below.) Permanent soft-surface restoration involves the crews’ placing black dirt and planting grass seed in the affected areas. Any holes created by CenterPoint Energy’s crews in boulevards during construction will be backfilled with dirt and sprayed with hydromulch in cold weather. In spring, Q3 Contracting will return to place black dirt and grass seed in these areas.

Today on Tuesday, May 1, CenterPoint Energy’s authorized contractors, Michels Corporation and Q3 Contracting, have begun setting up traffic control devices in Richfield and Bloomington for CenterPoint Energy’s Nicollet Avenue belt line project. Below are the construction details for this update:

E. 77th Street
  • The crews will be shifting two-way traffic into the southern lanes of E. 77th Street between Nicollet Avenue and 2nd Avenue S. This will take place beginning tomorrow on Wednesday, May 2, and lasting until mid to late June 2018. During this time, Michels Corporation will install the belt line pipeline. Q3 Contracting will also restore the areas affected by Michels Corporation when the pipeline installation is complete in this area. (Please see our Map of CenterPoint Energy's Construction on Nicollet Avenue S., 2nd Avenue S. and E. 77th Street.)

2nd Avenue N. (south of I-494)
  • In addition to construction along E. 77th Street, construction will also take place along 2nd Avenue S. Access to the Bright Stars Learning Center’s parking lot via the south entrance will remain open during construction. The north entrance will be closed during construction. (Please refer to the aforementioned map.)
  • The equipment in front of the center will create noise typical with this type of construction. Weekday construction hours are 7:00 a.m. to 7:00 p.m. Monday through Saturday. This construction has been approved by the City of Bloomington.
  • Construction will begin tomorrow on May 2 and will last for three to four weeks. During this time, Michels Corporation will be installing the pipeline under I-494 by performing directional drilling. When the installation is finished, the pipeline will be installed in the public right of way along 2nd Avenue S. from American Boulevard E. to E. 77th Street. Q3 Contracting will also restore the areas affected by Michels Corporation when the pipeline installation is complete in this area.

Where, when, and why is CenterPoint Energy doing construction?

  • CenterPoint Energy’s contractor, Minnesota Limited, will begin replacing the natural gas Belt Line system in Richfield and Bloomington along Nicollet Avenue S. from 67th Street to Old Shakopee Road. (See the Map of Construction.)
  • CenterPoint Energy’s construction is expected to begin by late April and will last into October 2018. Frequent updates will be posted on this Project Status page.
  • Work will occur along the northbound lanes of Nicollet Avenue, starting at the I-494 corridor and progressing in segments from I-494 going north and south along the construction route.
  • Construction will occur in segments along the construction route, rather than all at once. Lane restrictions and road closures are anticipated in areas where active construction is occurring and are necessary to keep both the public and construction personnel safe.
  • The crews will restore the disturbed areas affected by our work outside the county construction zone. This may consist of lawn restoration and sidewalk or street restoration as work dictates.
