Construction is finished on CenterPoint Energy’s E. Old Shakopee Road (County Road 1) project in Bloomington. Below are the construction details:

  • Crews from Michels Corporation, an authorized CenterPoint Energy contractor, installed the natural gas transmission main along E. Old Shakopee Road between Old Cedar Avenue S. and Portland Avenue S. The crews began installation on Wednesday, April 19, and finished within the week of August 28, 2017.
  • Crews fro​m Q3, an authorized CenterPoint Energy contractor, are performing final landscaping along the affected areas of the construction route.

CenterPoint Energy’s pipeline is installed on CenterPoint Energy’s E. Old Shakopee Road (County Road 1) project in Bloomington. Crews from CenterPoint Energy’s contractor Q3 are currently restoring the areas affected by CenterPoint Energy’s construction. Below are the details for the remaining construction by CenterPoint Energy: 

  • During the week of September 5, the crews will finish paving E. Old Shakopee Road along CenterPoint Energy’s construction route between Portland Avenue S. and Old Cedar Avenue S.
  • During the weeks of September 11 and 18, the crews will be restoring the soft surfaces affected by CenterPoint Energy’s construction.
    • On Tuesday, September 12, and Wednesday, September 13, the crews will close the southwestern right-turn lane from E. Old Shakopee Road to Old Cedar Avenue S. before reopening the lane.
    • Traffic will be maintained in all directions at the intersection of E. Old Shakopee Road and Old Cedar Avenue S. while active construction is occurring there.
  • CenterPoint Energy’s construction will be finished within the week of September 18. Traffic barriers associated with CenterPoint Energy’s construction will be removed then.

CenterPoint Energy’s pipeline construction is 100 percent complete on CenterPoint Energy’s E. Old Shakopee Road (County Road 1) project in Bloomington. Restoration is currently taking place along CenterPoint Energy’s construction route by CenterPoint Energy’s contractor Q3.

Below are the details for the remaining construction by CenterPoint Energy: 
 
  • Hard surface restoration is currently taking place along E. Old Shakopee Road (County Road 1) between Old Cedar Avenue S. and Portland Avenue S. This restoration is taking place in the week of August 28.
  • CenterPoint Energy’s restoration work will be suspended over the Labor Day weekend from Saturday, September 2, to Monday, September 4. It will resume on Tuesday, September 5. While restoration is suspended, the crews will remove traffic control devices associated with CenterPoint Energy’s work. These traffic control devices will resume on September 5.
  • On September 5, the crews will start restoring the soft surfaces affected by CenterPoint Energy’s construction.
  • Further constr​uction will be done by road contractors from Hennepin County. Hennepin County plans to resurface this section of E. Old Shakopee Road. Their roadway restoration and associated traffic control devices will continue after Labor Day. More information on their project is posted on the City of Bloomington’s website under “CenterPoint Energy Beltline Project.”

What is the progress of construction?

CenterPoint Energy’s pipeline construction is 99 percent complete on CenterPoint Energy’s E. Old Shakopee Road (County Road 1) project in Bloomington. CenterPoint Energy’s pipeline construction is scheduled to be complete by Labor Day, which is September 4. However, roadway restoration and associated traffic control devices will continue after Labor Day and includes Hennepin County plans to resurface this section of E. Old Shakopee Road.

Below are the details for the remaining construction by CenterPoint Energy:

  • Crews from Michels Corporation, an authorized CenterPoint Energy contractor, are finishing the last of the natural gas pipeline installation during the weeks of August 14 and 21.
  • Currently, the crews have closed the entrances into Oakland Avenue S., Park Avenue S. and 12th Avenue S. along E. Old Shakopee Road to allow for the crews to connect the installed pipeline to the existing pipelines along the construction route. These entrances will be opened during the week of August 21.
  • The crews are also working at the intersection of Old Cedar Avenue S. and E. Old S​hakopee Road until Thursday, August 24. Traffic signs on site will notify drivers of which lanes will be reduced. Starting on Friday, August 25, crews from Q3, an authorized CenterPoint Energy contractor, will begin restoring the concrete areas affected by CenterPoint Energy’s construction at this intersection. Traffic barriers will remain in place during active construction.

Construction is 95 percent complete on the E. Old Shakopee Road (County Road 1) construction project in Bloomington.  

What should I expect for the rest of the project?

  • Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, are continuing to install natural gas pipeline for the project.
  • As crews from Michels Corporation finish installing pipeline along the construction route, crews from Q3, an authorized CenterPoint Energy contractor, will follow behind the Michels Corporation crews to restore the areas affected by construction.
  • Crews from Q3 are currently restoring the concrete surfaces affected by construction at Riverview Avenue S. and between Chicago Avenue S. and Columbus Avenue S. along E. Old Shakopee Road.

Below are details regarding recent road closures and openings along E. Old Shakopee Road:

  • The entrances into Oakland Avenue S. and Park Avenue S. from E. Old Shakopee Road will remain closed while the crews are performing construction in those areas.
  • Between Monday, August 7 and Wednesday, August 9, the crews will be installing natural gas main along E. Old Shakopee Road from E. 96th Street to Trail East Road.
  • Beginning on Thursday, August 10, the crews will perform work on the installed pipeline along E. Old Shakopee Road between Trail East Road and Old Cedar Avenue S.
  • From August 10 to 17, the crews will be working on the installed pipeline at the intersection of E. Old Shakopee Road and Old Cedar Avenue S.
  • From Augus​t 14 to 18, the crews will be connecting the installed pipeline along E. Old Shakopee Road to the existing pipelines that intersection E. Old Shakopee Road between Portland Avenue S. and Old Cedar Avenue S.​

Construction is 83 percent complete on the E. Old Shakopee Road (County Road 1) construction project in Bloomington.  

Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, are continuing to install natural gas pipeline for the project. Below are details regarding recent road closures and openings along E. Old Shakopee Road:

  • On Tuesday, August 1, the crews opened the entrance into Columbus Avenue S. from E. Old Shakopee Road.
  • Until Friday, August 4, the crews will continue to close 12th Avenue S. The crews are continuing to install natural gas pipeline along E. Old Shakopee Road from the west side of 12th Avenue S. up to 12th Avenue S. 
  • Crews from Q3, an authorized contractor for CenterPoint Energy, have been restoring the concrete surfaces affected by construction this area. Restoration began on Monday, July 31.
    • On Tuesday, August 1, the crews closed the entrance into Oakland Avenue S. from E. Old Shakopee Road. This closure will remain in place for up to three weeks.
  • The crews will continue to close the entrance into Park Avenue S. from E. Old Shakopee Road.

Construction is 68 percent complete on the E. Old Shakopee Road (County Road 1) construction project in Bloomington.

Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, are continuing to install natural gas pipeline for the project. Below are details regarding recent road closures and openings along E. Old Shakopee Road:

  • On Tuesday, July 25, the crews opened the closures on Chicago Avenue S. and Riverview Avenue S. along E. Old Shakopee Road.
  • ​Between July 25 and July 28, the crews have closed the entrances into Park Avenue S., Columbus Avenue S. and 12th Avenue S. from E. Old Shakopee Road.
Crews from Q3, an authorized contractor for CenterPoint Energy, are currently restoring the areas affected by construction along E. Old Shakopee Road from 17th Avenue S. to Riverview Avenue S.




7/20/2017
Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, opened the closure of Riverview Avenue S. at E. Old Shakopee Road today on Thursday, July 20.

Beginning on Monday, July 24, the crews will close the entrance from E. Old Shakopee Road into 12th Avenue S. for up to three weeks. The closure will last during the day and night. The restrictions are necessary to keep both the public and construction personnel safe.

All the other traffic and construction details from the update published on July 18 will remain the same according to their respective dates.​




7/18/2017
Construction is 57 percent complete on the E. Old Shakopee Road (County Road 1) construction project in Bloomington. Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, are continuing to install natural gas pipeline for the project. Below are details regarding recent road closures and openings along E. Old Shakopee Road:

  • The crews have closed the entrance into Riverview Avenue S. to allow for the crews to install natural gas pipeline.
  • Meanwhile, the crews have opened the entrance into Elliot Avenue S. and are working west toward Chicago Avenue S.
  • ​They have closed the entrance into Chicago Avenue S. to install natural gas pipeline.
  • In addition to construction by Michels Corporation, crews from Q3, an authorized contractor for CenterPoint Energy, are restoring areas affected by construction in the intersection of 10th Avenue S. This intersection will remain closed until restoration is complete there. ​




7/11/2017
Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, have finished 42 percent of the E. Old Shakopee Road (County Road 1) construction project.

What have the crews done so far?

  • ​The crews have installed natural gas pipeline along E. Old Shakopee Road from Old Cedar Avenue S. to 16th Avenue S.
  • They are also completing construction on a vault on 12th Avenue S. along E. Old Shakopee Road.
  • Traffic barriers are still in place along E. Old Shakopee Road from Old Cedar Avenue S. to 10th Avenue S. while active construction is occurring. Two-way traffic is also being maintained.

Where are the crews now?

  • The crews are currently installing pipeline on E. Old Shakopee Road from E. Old Shakopee Circle to Riverview Avenue S. working west. Toward the end of the week of July 10, the crews will close the entrance from E. Old Shakopee Road into Riverview Avenue S.
  • The crews are also installing pipeline west from Elliot Avenue S. They have closed the entrance from E. Old Shakopee Road into Elliot Avenue S. until Friday, July 14. ​



6/27/2017
Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, have finished 26 percent of the E. Old Shakopee Road (County Road 1) construction project. The traffic plans, as detailed from the update published below on June 21, 2017, will remain the same.

Important note: There will be no construction by CenterPoint Energy for the Independence Day weekend July 1 to 4. Construction will resume on Wednesday, July 5.

Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, have finished 20 percent of the E. Old Shakopee Road (County Road 1) construction project.

Where are the crews now?

The crews are installing natural gas main along the westbound lanes of E. Old Shakopee Road from Old Cedar Avenue S. to Elliot Avenue S. While construction is occurring in the westbound lanes, the eastbound lanes are open with two-way traffic being maintained. For one month, this traffic plan will remain in place on E. Old Shakopee Road.

The following roads have been opened:
  • The crews have opened the intersection of 16th Avenue S. along E. Old Shakopee Road.
  • The intersection of E. Old Shakopee Road and Old Cedar Avenue S. is open in all directions.

The following changes will apply:
  • The crews have closed the entrance into Bloomington Avenue S. from E. Old Shakopee Road. Detour signs will lead drivers onto Bloomington Avenue S. via 16th Avenue S. and E. 92nd Street. This closure will remain in place for two weeks.
  • The crews have also closed the entrance into 10th Avenue S. from E. Old Shakopee Road. Detour signs will lead drivers onto Elliot Avenue S. and E. 96th Street. This closure will remain in place until June 30 or early into the first week of July.
  • ​When the crews have finished construction at the intersection of 10th Avenue S. and E. Old Shakopee Road, they will open 10th Avenue S. and transition to the intersection of Elliot Avenue S. This entrance will be closed while the crews install natural gas main there.​



6/15/2017
Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, are installing natural gas main along the westbound lanes of E. Old Shakopee Road from 12th Avenue S. to Elliot Avenue S., in addition to the construction happening from 16th Avenue S. to Elliot Avenue S. (as mentioned in the update published below on June 13, 2017).

Construction from 12th Avenue S. to Elliot Avenue S. will last for three weeks. During this time, the westbound lanes will be closed in areas where active construction is occurring. Two-way traffic will be maintained in the eastbound lanes.

10th Avenue S.
For one week, the crews have closed the entrance into 10th Avenue S. from E. Old Shakopee Road. While 10th Avenue S. is closed, the entrance into Elliot Avenue S. will remain open. Drivers can access 10th Avenue S. from E. Old Shakopee Road via Elliot Avenue S. and E. 96th Street.

Elliot Avenue S.
After the crews have finished construction near the entrance of 10th Avenue S., they will open 10th Avenue S. and close the entrance into Elliot Avenue S. The same traffic plan will apply: Drivers can access Elliot Avenue S. from E. Old Shakopee Road via 10th Avenue S. and E. 96th Street. The Elliot Avenue S. closure will last for one week.



6/13/2017
Crews from Michels Corporation have completed 15 percent of the E. Old Shakopee Road project. Currently the crews are working along E. Old Shakopee Road from 16th Avenue S. to Elliot Avenue S.
 
The traffic plans will remain the same for the duration of the project: There will be a single eastbound lane and a single westbound lane open on E. Old Shakopee Road where active construction is occurring. 
 
Throughout the project, the crews will be working on E. Old Shakopee Road two to three blocks at a time. Wherever active construction is occurring, the crews will close the entrances into the residential side streets. (Please follow the detour signs posted on the construction site.) However, they will leave one of those entrances open at a time in order to maintain access for the residents. The lane restrictions are necessary to keep both the public and construction personnel safe.​



5/23/2017
Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, are currently working on E. Old Shakopee Road from Old Cedar Avenue S. to Bloomington Avenue S.

Two-way traffic is being maintained on the construction project. Please follow the detour signs posted on the construction site. Traffic control plans will remain the same from previous updates published below. They will stay in place into mid- to late June 2017: 

  • Eastbound E. Old Shakopee Road will be closed from Old Cedar Avenue S. to 17th Avenue S. Traffic will be shifted to westbound E. Old Shakopee Road in that section.
  • Concurrently, westbound E. Old Shakopee Road will be closed from 17th Avenue S. to Bloomington Avenue S. Traffic will be shifted to eastbound E. Old Shakopee Road in that section.
  • Meanwhile, the entrance from 17th Avenue S. to E. Old Shakopee Road will be closed.

5/16/2017
Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, have finished 8% of the E. Old Shakopee Road (County Road 1) project. They are continuing to work on E. Old Shakopee Road from Cedar Avenue S. to 17th Avenue S.

The following traffic control plans will stay in place for the next two weeks:

  • The entrance from 17th Avenue S. to E. Old Shakopee Road will be closed.
  • ​On eastbound E. Old Shakopee Road, the two eastbound lanes will be closed from 17th Avenue S. to the intersection of Old Cedar Avenue S. Traffic will be shifted to the westbound lanes, where two-way traffic will be maintained.

Two-way traffic will be maintained on E. Old Shakopee Road and Old Cedar Avenue S. for the duration of the project. Please follow the detour signs posted on the construction site.

Throughout the project, the crews will be working on E. Old Shakopee Road two to three blocks at a time. Closures that will be lifted:

  • The closure going westbound on E. Old Shakopee Road from Old Cedar Avenue S. will be lifted by the end of business hours today on Friday, April 28.
  • ​The entrance into Oakland Avenue S. from E. Old Shakopee Road will be open by the end of business hours today on Friday, April 28.

Closures that will remain or begin:

  • On eastbound E. Old Shakopee Road, the southbound turn lane onto Old Cedar will be closed starting this Monday, May 1. It will last until early July.
  • On eastbound E. Old Shakopee Road, the two eastbound lanes will be closed from 17th Avenue S. to the intersection of Old Cedar Avenue S. Traffic will be shifted to the westbound lanes, where two-way traffic will be maintained. The eastbound closure will last from May 1 to May 12.
  • Two-way traffic will be maintained on E. Old Shakopee Road and Old Cedar Avenue S. for the duration of the project. Please follow the detour signs posted on the construction site.

Throughout the project, the crews will be working on E. Old Shakopee Road two to three blocks at a time. Wherever active construction is occurring, the crews will close the entrances into the residential side streets. ​Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, have begun replacing the natural gas main along E. Old Shakopee Road since April 19​, starting at the intersection of Old Cedar Avenue S. Below are the following updated traffic plans:
  • Starting Monday, May 1, the crews will be working along E. Old Shakopee Road from Old Cedar Avenue S. to 17th Avenue S.
  • Starting Friday, April 28, the traffic control barriers at Oakland Avenue S. will be lifted to alleviate traffic.

Throughout the duration of the project, two to three blocks will be closed at a time on E. Old Shakopee Road, but two-way traffic will be maintained. The lane restrictions are necessary to keep both the public and construction personnel safe.​

Crews from Michels Corporation, an authorized contractor for CenterPoint Energy, will begin the E. Old Shakopee Road beltline project tomorrow on Wednesday, April 19. Please review the information from our update on April 6 to review the full details on the project, duration and general traffic control plans.

Starting tomorrow on Wednesday, April 19, there will be two crews working simultaneously on the western and eastern ends of the project:

  • One crew will be closing the westbound lane on E. Old Shakopee Road from Old Cedar Avenue S. to Bloomington Avenue S.
    • The intersections of 16th and 17th Avenues S. on E. Old Shakopee Road will be affected. The crews will close one of the intersections at a time in order to maintain access for the residents.
  • ​​Another crew will be closing the westbound lane on E. Old Shakopee Road from Elliot Avenue S. to Oakland Avenue S.
    • ​The intersections of Chicago, Columbus, and Park Avenues S. on E. Old Shakopee Road will be affected. The crews will close one of the intersections at a time in order to maintain access for the residents.
Throughout the duration of the project, which is scheduled to end in September 2017, two to three blocks will be closed at a time on E. Old Shakopee Road, but two-way traffic will be maintained. The lane restrictions are necessary to keep both the public and construction personnel safe.

What is CenterPoint Energy doing for construction?

Crews from CenterPoint Energy will begin replacing an existing natural gas pipeline located in the utility right of way of E. Old Shakopee Road (County Road 1) in Bloomington on Wednesday, April 19. Project construction is expected to last until September 2017. Favorable weather will allow construction work to begin a few days earlier than originally published on our website. Please, be sure to attend the open house on April 18th to hear more about the project and to ask questions. Frequent updates will be found on this page.

How does this apply to customers?

An open house is scheduled for April 18 from 5:30 p.m. to 7:00 p.m. at the Bloomington Public Works Building on 1700 W. 98th Street. The open house will be held in the Training Room. Representatives from CenterPoint Energy will discuss details of the project and will then invite questions or comments from the public. Officials from the City of Bloomington will also participate in the meeting.

What are the traffic plans?

Michels Corporation, an authorized CenterPoint Energy contractor, will begin installing the natural gas transmission main along E. Old Shakopee Road, starting at Old Cedar Avenue S. and working in the eastbound lanes for about 700 feet. Construction work then shifts to the westbound lanes and continues toward Portland Avenue S. for the remainder of the project. Posted lane and parking restrictions will be necessary where construction activity is occurring to keep the public and construction personnel safe. Two-way traffic will be maintained on E. Old Shakopee Road. The crews will shift traffic to the westbound lanes when working from Old Cedar Avenue S. to 17th Avenue S. and to eastbound lanes when working from 17th Avenue S. to Portland Avenue S. Soon after sections of the new gas main are installed, areas where the road, sidewalk or boulevard were disturbed or removed, due to our construction activity, will be restored by CenterPoint Energy’s contractor.
