  • CenterPoint Energy finished all 2018 work for its natural gas Belt Line system in Bloomington along E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road. 

  • Crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, finished temporarily restoring the areas affected by Michels Corporation’s construction. Any areas that received temporary restoration in 2018 will receive permanent restoration in spring or summer 2019. For example, hard surfaces will receive permanent materials. Lawns and boulevards that are hydroseeded in 2018 will receive black dirt and grass seed in 2019.   • During the week of November 19, 2018, CenterPoint Energy’s authorized contractor, Michels Corporation, will finish the installation and activation of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project.
  • Crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, are continuing to work behind the Michels Corporation crews to restore the areas affected by their construction. As stated in our November 13 update, restoration is expected to be finished by the end of November.
  • Any areas that are receiving temporary restoration in 2018 will receive permanent restoration in spring or summer 2019. For example, hard surfaces will receive permanent materials. CenterPoint Energy’s 2018 construction season is drawing to a close. We would like to say thank you for your patience as we continue to modernize our system to continue to provide reliable natural gas service. We strive to restore streets and grass disturbed by CenterPoint Energy to as close as possible to their original states, and are committed to completing restoration work quickly, and to a high standard in compliance with all laws.
 
Note: If you have already received permanent restoration, you may disregard this notice.
 
Temporary asphalt on sidewalks
As CenterPoint Energy’s authorized contractor, Michels Corporation, is finishing pipeline work for the 2018 season, crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, are restoring the areas affected by Michels Corporation’s work. As winter is approaching, Q3 Contracting is beginning to lay down temporary restoration for the hard and soft surfaces. In Bloomington, the crews are replacing previously concrete sidewalk panels with temporary asphalt. (See image below.) These panels will receive permanent concrete in spring or summer 2019. 



On the roads, drivers will see the permanent base, which will receive mill and overlay in 2019. (See image below.) These restoration efforts will be at no cost to the resident. We appreciate your patience.


 
Winter erosion control for lawns
When temperatures aren’t conducive for planting grass, Q3 Contracting will apply winter erosion control called hydromulch (otherwise known as hydroseed). The crews apply hydromulch by spraying it onto the affected areas. Sometimes the crews place netting with hydromulch to keep the soil together. Hydromulch is safe for pets to touch, but CenterPoint Energy recommends leaving it alone until the crews return in the spring. (See image below.) Permanent soft-surface restoration involves the crews’ placing black dirt and planting grass seed in the affected areas. Any holes created by CenterPoint Energy’s crews in boulevards during construction will be backfilled with dirt and sprayed with hydromulch in cold weather. In spring, Q3 Contracting will return to place black dirt and grass seed in these areas.

CenterPoint Energy’s authorized contractor, Michels Corporation, has installed approximately 98 percent of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project.

Crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, are continuing to work behind the Michels Corporation crews to restore the areas affected by their construction. Restoration is expected to be finished by the end of November.

CenterPoint Energy's authorized contractor, Michels Corporation, has installed approximately 88 percent of the natural gas main for CenterPoint Energy's "Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road" belt line project. Below are the construction details:

  • Within the week of November 5 or 12, the crews should finish installing the natural gas main for the project. The natural gas main should be activated by Thanksgiving on November 22. 
  • Crews from Q3 Contracting, CenterPoint Energy's authorized contractor, have been working behind the Michels Corporation crews to restore the areas affected by their construction. 
  • The closure on Portland Avenue S. just south of E. 98th Street will remain in effect until Monday, November 12.

CenterPoint Energy’s authorized contractor, Michels Corporation, has installed 81 percent of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project. Below are the construction details:

  • The crews are working north along Portland Avenue S., crossing E. 99th Street.
  • The crews will be installing natural gas main along E. Old Shakopee Road between Portland Avenue S. and Oakland Avenue S.
  • Crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, have been working behind the Michels Corporation crews to restore the areas affected by their construction. Recently they have been restoring the roads on Portland Avenue S. from E. 102nd Street to past E. 100th Street. Today on Wednesday, October 31, the crews will open the side streets in this area after the paving is complete.

Important note about closure
  • To accommodate the natural gas main installation, crews from Michels Corporation will be closing Portland Avenue S. in both directions from Monday, November 5, to Monday, November 12. The closure will exist from just south of E. 98th Street (E. Old Shakopee Road). Drivers can still go east and west on E. 98th Street. They can turn onto northbound Portland Avenue S., but they can’t turn onto southbound Portland Avenue S. Detour signs will be on site.
  • During this time, residents and clients for Old Shakopee Village and Atonement Lutheran Church will have access to and from their buildings.
  • The crews will leave at least one entrance open for each place at a time. Detour signs will be on site.  



10/24/2018
CenterPoint Energy’s authorized contractor, Michels Corporation, has installed approximately 69 percent of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project. Below are the construction details:

  • The crews have opened E. 99th Street and E. 101st Street.
  • The crews have closed the southbound lane of Portland Avenue S. from E. 100th Street to Portland Place to accommodate for the natural gas main installation. During this closure, two-way traffic is maintained on the east (northbound) side of Portland Avenue S. Drivers can’t turn westbound onto E. 100th Street or Portland Place from Portland Avenue S., and they can’t turn onto Portland Avenue S. from eastbound E. 100th Street or Portland Place. Detour signs are on site.
  • Crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, are restoring the curb on Portland Avenue S. by E. 102nd Street.
  • The crews have been paving Portland Avenue S. between E. 100th Street and Layman Lane.

CenterPoint Energy’s authorized contractor, Michels Corporation, has installed approximately 58 percent of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project. Below are the construction details:

  • The crews are continuing to work along the western (southbound) lanes of Portland Avenue. Currently they are north of E. 101st Street. The side streets in this area will be closed going westbound from Portland Avenue. During this closure, drivers can’t come onto Portland Avenue going eastbound, but they can come onto Portland Avenue going westbound. Detour signs are on site. Two-way traffic is maintained in the northbound lanes on Portland Avenue S.

CenterPoint Energy’s authorized contractor, Michels Corporation, has installed 54 percent of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project. Below are the construction details:

  • The crews are installing natural gas main along the western (southbound) lanes of Portland Avenue between E. 102nd Street and Portland Place. Two-way traffic is maintained in the northbound lanes on Portland Avenue S. From October 11 into the week of October 15, drivers cannot turn westbound onto E. 101st Street from Portland Avenue S. During this closure, detour signs are on site.
  • E. 102nd Street is open between Nicollet Avenue and Portland Avenue S. Crews from Q3 Contracting, CenterPoint Energy’s authorized contractor, have been restoring the boulevard and sidewalks in this area. 



10/3/2018

CenterPoint Energy’s authorized contractor, Michels Corporation, has installed 52 percent of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project.

  • Yesterday on Tuesday, October 2, the crews began working along the west (southbound) lanes of Portland Avenue S. between E. 102nd Street and Portland Place. Two-way traffic is shifted into the northbound lanes. The side streets along the southbound lanes will be closed in this area. Detour signs will be posted. This traffic plan will remain in place for approximately two weeks to accommodate the natural gas main installation and the restoration of the affected areas.
  • On Monday, October 8, E. 102nd Street will be open between Nicollet Avenue and Portland Avenue S. By then, this area will also have been restored by CenterPoint Energy’s authorized contractor, Q3 Contracting. 



9/27/2018
CenterPoint Energy’s authorized contractor, Michels Corporation, has installed 45 percent of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project.

  • The crews are continuing to work along E. 102nd Street. Currently they are at 1st Avenue S. working west to Nicollet Avenue. They are also at Clinton Avenue S.
  • Beginning on October 4, Crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will be paving E. 102nd Street from Stevens Avenue S. to Nicollet Avenue. They will also be paving Clinton Avenue S.  



9/18/2018
CenterPoint Energy’s authorized contractor, Michels Corporation, has installed 42 percent of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project.

  • The crews will continue installing natural gas main along E. 102nd Street between Nicollet Avenue and Portland Avenue S. until the middle of the week of September 24. Currently there is no westbound traffic on E. 102nd Street between 3rd Avenue S. and Nicollet Avenue. 1st Avenue S., Stevens Avenue S. and 2nd Avenue S. are closed to through traffic. Crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will be restoring this area within the weeks of September 24 and October 1.
  • Q3 Contracting has restored E. 102nd Street between Portland Avenue S. and Stevens Avenue S.
  • The side streets of 3rd Avenue S., 4th Avenue S., 5th Avenue S. and Clinton Avenue S. along E. 102nd Street are open going westbound on E. 102nd Street. 



9/13/2018
CenterPoint Energy’s authorized contractor, Michels Corporation, has installed 35 percent of the natural gas main for CenterPoint Energy’s “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project. Below are the construction details:

  • The crews are continuing to work along E. 102nd Street. The exception will be for the Bloomington Heritage Days parade, which will take place on Saturday, September 15, at 10:30 a.m. (For more information on the parade, please visit the city’s website.)
  • Crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will pave E. 102nd Street for the parade.
  • In the week of September 17, Michels Corporation will resume construction on E. 102nd Street. Eastbound traffic will be maintained. Detour signs will reroute westbound traffic.  



8/16/2018
CenterPoint Energy is progressing in its “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project. Below are the construction details:

  • On Friday, August 10, crews from Michels Corporation, an authorized CenterPoint Energy contractor, opened the intersection of E. 102nd Street and Portland Avenue S. to through traffic.
  • Currently on E. 102nd Street, drivers can only go eastbound for approximately the next four weeks. 
  • Residents in this area will be able to access their driveways during active construction. 



8/10/2018
CenterPoint Energy is progressing in its “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project. Below are the construction details: 

  • From Thursday, August 2, into the week of August 13, work will be happening along Portland Avenue S. between E. 102nd Street and E. 103rd Street. Residents will have access to and from their houses. Detour signs will direct drivers going southbound on Portland Avenue. Parking is restricted on both sides of Portland Avenue in this area.
  • From Saturday, August 4, to Tuesday, August 7, the crews will also be placing a closure going eastbound and westbound at the intersection of E. 102nd Street and Portland Avenue S. Detour signs will be placed on site.
  • During this time, crews from Michels Corporation, an authorized CenterPoint Energy contractor, will be working on a natural gas facility. Also during this time, crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will restore the areas affected by Michels Corporation’s work.



7/31/2018

  • From Thursday, August 2, into the week of August 13, work will be happening along Portland Avenue S. between E. 102nd Street and E. 103rd Street. Residents will have access to and from their houses. Detour signs will direct drivers going southbound on Portland Avenue. Parking is restricted on both sides of Portland Avenue in this area.  
  • During this time, crews from Michels Corporation, an authorized CenterPoint Energy contractor, will be working on a natural gas facility. Also during this time, crews from Q3 Contracting, an authorized CenterPoint Energy contractor, will restore the areas affected by Michels Corporation’s work. 



6/29/2018
CenterPoint Energy has begun its “Bloomington – E. 102nd Street, Portland Avenue S. and E. Old Shakopee Road” belt line project today on Friday, June 29. Below are the construction details:

  • The crews from Michels Corporation, an authorized CenterPoint Energy contractor, are placing traffic signs to alert drivers that work will take place along the eastern (northbound) driving and parking lane of Portland Avenue between 101st Street and 102nd Street. Two-way traffic will be maintained in the southbound lanes during active construction.
  • On Monday, July 2, the crews will begin excavating the site to prepare for the pipe installation.
  • Fro​m today until approximately mid-July 2018, the crews will be installing natural gas main in this area and restoring the areas affected by their construction.

CenterPoint Energy's Open House at Bloomingt​on Public Works Training Room

​Personnel from CenterPoint Energy and the City of Bloomington will be holding an open house meeting to answer questions from the public regarding CenterPoint Energy’s project. The meeting will be held at the City of Bloomington's Public Works Training Room at 1800 W. Old Shakopee Road ​on Tuesday, April 24, from 5:30 p.m. to 7:00 p.m.​​ This meeting will also discuss CenterPoint Energy’​s Bloomington and Richfield Belt Line project, which will occur from April to October 2018 along Nicollet Avenue from 67th Street to Shakopee Road​. 

What is CenterPoint Energy doing for construction?

From Friday, June 29, to Fall 2018​,​ CenterPoint Energy will be replacing an existing natural gas pipeline in Bloomington. Crews from Michels Corporation, an authorized CenterPoint Energy contractor, will be installing natural gas mains along the following roads:

  • On E. 102nd Street from Nicollet Avenue to Portland Avenue S.
  • On Portland Avenue S. from E. 102nd Street to E. Old Shakopee Road
  • On E. Old Shakopee Road from Portland Avenue S. to Oakland Avenue S.

Frequent updates will be posted on this Project Status page. Lane restrictions are anticipated in areas where active construction is occurring. The lane restrictions are necessary to keep both the public and construction personnel safe. 

Construction will happen in two phases:

  • Phase 1 is installing the natural gas distribution main.
  • Phase 2 is restoring the areas affected by construction--typically the utility easement, the street, and the customer's yard.​
