Helping Families Stay Warm and Safe

The Grants for Local Opportunities in Weatherization program provides grant funding to municipalities and townships to improve housing conditions for low-income residents through weatherization and critical home repairs.

CenterPoint Energy is committed to supporting our most vulnerable communities. Through the GLOW program, we're making $750,000 available annually to help local governments address energy efficiency and housing safety needs for families who might need assistance.

What Can Funding Be Used For?

GLOW grants support projects that improve energy efficiency and address barriers to weatherization for low-income residents living in HUD-designated Qualified Census Tracts. Eligible uses include:

Weatherization Projects:

  • Insulation installation
  • Air sealing
  • HVAC improvements
  • Window and door replacement
  • Other energy efficiency upgrades

Barrier Removal Improvements:

  • Roof repair or replacement
  • Mold remediation
  • Pest infestation treatment
  • Structural repairs that enable weatherization work

Eligible Communities

The following communities are eligible to apply for GLOW funding:

  • City of Dayton
  • City of West Carrollton
  • City of Trotwood
  • City of Kettering
  • City of Moraine
  • City of Riverside
  • City of Fairborn
  • City of Xenia
  • City of Washington Courthouse
  • City of Wilmington
  • Village of Greenfield
  • City of Greenville
  • Village of Russells Point
  • Xenia Township
  • Harrison Township
  • Miami Township (Montgomery County)

Grant Details:

The Initial award is up to $375,000 per application, additional funding may be available at CenterPoint Energy’s discretion. Each community may submit multiple applications per year.

Application Details:

2026

  • Application Deadline: March 31, 2026
  • Grant Awards Announced: By May 31, 2026

2027-2029

  • Application Deadline: February 28
  • Grant Awards Announced: By April 30

How to Apply

  • Fill out interest form
  • Define and layout qualifying project
  • Submit your completed application
  • Receive final decision notification

CenterPoint reviews all applications and has discretion over approval and award amounts.

Reporting Requirements

Communities that receive GLOW funding must submit an annual report by March 31st of the year after the project detailing:

  • Funding received and spent during the prior calendar year
  • Specific use of funds by residential premises
  • Improvements made to each residence

CenterPoint Energy will provide a standardized reporting template to all grant recipients.
