Retro-Commissioning Efficiency Program

The Retro-Commissioning (RCx) Market Transformation Program offered by CenterPoint Energy promotes the tune-up of major energy-consuming systems in existing commercial buildings, including manufacturing facilities, hospitals, educational campuses, retail stores etc.

Typical RCx Measures include HVAC Temperature Reset; Outside Air Reduction; Optimize HVAC Start-Up; Lighting (de-lamping, day-lighting, etc.); Add VFD’s; etc.

Now accepting applications for new projects and new RCx Agents for 2012.

The Technical Services Program (TSP) is a new segment of the CenterPoint Energy Retro-commissioning (RCx) Program, available for the 2011 program year. TSP is being offered to support the City of Houston’s Energy Efficiency Incentive Program (EEIP), which is aimed at reducing energy consumption in office buildings. TSP includes a comprehensive energy audit by a certified energy manager at no cost to qualifying customers. The customer may use this audit in their application for implementation incentives through the EEIP.

RCx Full and Fast Track Program Basics

  • Technical Energy Analysis performed on your facility at NO cost to Owner, by a qualified RCx Agent (engineering consulting firms specializing in your market segment).
  • Customer must install at their own cost, specified low cost measures (totaling at least $10,000) identified in the Analysis which reduces operating and energy costs resulting in a Simple Payback < 3 years.
  • Customer has opportunity to earn incentives up to $10,000 based on verified energy savings from implemented measures.
  • Projects must be completed by approved project deadlines.
  • Successful RCx projects may benefit from Optimized System Performance, and Improved Indoor Environmental Quality resulting in fewer comfort issues.
  • Existing facilities should be at least 400,000 square feet of air-conditioned space for RCx "Full" projects; or, between 150,000 and 400,000 square feet of air-conditioned space for RCx "Fast Track" projects. Facilities should have a higher than average energy consumption.

RCx Technical Services Program Basics

  • Technical Energy Analysis performed on your facility at NO cost to Owner, by a Professional Engineer (PE) or Certified Energy Manager (CEM).
  • Applicant must join the Houston Green Office Challenge (GOC): www.houstongoc.org and commit to participating in the City of Houston's Energy Efficiency Incentive Program (EEIP) to qualify for incentives.
  • Customer must install at their own cost, selected energy efficiency measures resulting in a minimum of 15% energy savings with a minimum of $100,000 implementation budget within the specified project deadline.
  • Both capital expenditures and low cost measures will be identified in this program.
  • Facilities should be a minimum of 100,000 square feet of existing, air conditioned office space in the City of Houston.
  • Incentives may be available from the EEIP program offered by the City of Houston for 2011.
  • The EEIP incentives are intended to offset 20% of up-front implementation costs, and ranges from $20,000 to $200,000 maximum per building.
