Inverted Block Rate Structure Status

The Inverted Block Rate (IBR) program was formally terminated in a Minnesota Public Utilities Commission (MPUC) Order issued on August 10, 2012. In addition, it was decided that the "Inverted Block Rate Adjustment" line item will be removed from the invoice effective September 1st, 2012. The program had been suspended since October of 2011 to evaluate potential modifications.

 Revenue Decoupling

Revenue decoupling is a mechanism in which the utility's revenue is separated from changes in the volume of natural gas used by customers and will help offset revenue changes due to conservation improvment programs.
