Hard-to-Reach Standard Offer 

CenterPoint Energy is required by the Texas Public Utility Commission (PUC) to achieve an annual energy efficiency program goal equal to 30 percent of its projected growth in demand by implementing “standard offer” and “market transformation” programs.

The Hard-To-Reach Standard Offer Program (HTR SOP) offers incentives to a wide range of contractors, service companies, community agencies and other organizations for the installation of energy efficiency retrofit projects with in the CenterPoint Energy electric territory.

The HTR SOP is designed to help customers, within the CenterPoint Energy electric territory, improve the energy efficiency of their home through the installation of energy efficient retrofit measures. Eligible customers must have an annual total household income that is less than 200 percent of current federal poverty guidelines. Learn more about income eligibility.

Incentives are paid to contractors for the installation of these energy-efficient measures. CenterPoint Energy pays a fixed price for each kW and kWh of savings produced by these installed measures.* Customers ca​n find a list of participating contractors here (XLS).

Also included in the HTR SOP program, is the Affordable Single Family component. This segment pays incentives to not for profit agencies who build new homes to ENERGY STAR® standards for lower income families.

* CenterPoint Energy Houston Electric is not a party to the agreement between the participating customer and their sponsor, and the sponsor is solely responsible for the performance of the work and contract fulfillment. Funding provided by the regulated electric utility for this program is approved by the Public Utility Commission of Texas in support of statewide energy efficiency efforts.
