Residential Energy Efficiency Program
The City of Houston Weatherization program is a partnership between CenterPoint Energy and the City of Houston to weatherize homes of low-income residents in the Houston area.  Incentives are paid to program sponsors for the installation of energy-efficiency measures which provide verifiable demand and energy savings in the homes of participants.   Efficiency Program


Residents: Do not apply directly with CenterPoint Energy. The City of Houston and its contractors qualify eligible participants for service.  If you are interested  in applying for the program please contact  the City of Houston General Services Department at 832-393-8101.

Services Provided

The following energy-efficiency measures are included in the City of Houston Weatherization program, and provided free of charge to program participants:

  • HVAC duct sealing
  • Weatherization
  • Ceiling Insulation
  • Compact fluorescent lamps
  • Water saving measures

Program Eligibility

The program targets Hard-to-Reach customers defined as having an annual   household income less than 200 percent of the federal poverty guidelines. Please visit http://www.who-inc.org/downloads/PovertyGuidelines.pdf to see if you meet the Federal Poverty Guidelines.

*For families with more than 8 members, add $7,480 for each additional person family member.
